“Dr Brayley is a perfect fit for this demanding but rewarding position,” Mr Atkinson said.

Dr Brayley is a Senior Lecturer in Psychiatry at Flinders University and a consultant for health services in S.A. and interstate. He was formerly the Director of Mental Health in S.A’s Department of Health and the Chief Adviser in Psychiatry to the Mental Health Minister. For the past year, he’s been an honorary adviser to the Social Inclusion Board.

The Public Advocate is an independent official who can advise people with a mental incapacity on their rights and provide them with representation.

“Dr Brayley is noted for promoting the interests of vulnerable people, their families and carers. For more than a decade, he’s been a strong ally for those facing mental illness, disability and homelessness,” Mr Atkinson said.

In addition to giving one-on-one help, the Advocate reviews programs and systems in the Government, non-Government and community sectors to identify improvements that can be made.

“The Rann Government is drastically reforming the mental health system to achieve better outcomes for individuals and the public. Dr Brayley’s knowledge of those changes and his ample experience in the health sector will be instrumental in reaching those goals,” Mr Atkinson said.

At the centre of Dr Brayley’s work will be ensuring dignity for people who are disadvantaged as a result of mental illness or disability.

“Often, people with a mental incapacity fall through the gaps because they don’t get the support they need to make important decisions. This can leave them even more vulnerable and disconnected from society,” Dr Brayley said.

“I see this role as a chance to connect people to the support that’s available whether it be guiding them through processes or paving the way for change,” “I’d like to thank Mr Harley for his hard work as Public Advocate and wish Dr Brayley all the best in his efforts to help the most vulnerable South Australians,” Mr Atkinson said.

Attorney-General Robert McClelland has today announced two substantive appointments to the Human Rights and Equal Opportunity Commission. These appointments were welcomed by Parliamentary Secretary for Disabilities Bill Shorten and Parliamentary Secretary for Multicultural Affairs Laurie Ferguson.

Mr Graeme Innes AM has been appointed Disability Discrimination Commissioner and Mr Tom Calma has been appointed as Race Discrimination Commissioner.

Since 1997, the former Government refused to fill these positions – instead appointing acting Commissioners while they unsuccessfully tried to enact legislation to weaken the independence of the Commission.

“It is clearly unacceptable to have acting appointments for periods exceeding 10 years,” Mr McClelland said.

“Both Commissioners have made a significant contribution to the public debate on disability and race discrimination and have enhanced the Commission’s role in advancing and protecting human rights in Australia.”

Mr Innes is the current Human Rights Commissioner and has acted as Disability Discrimination Commissioner since December 2005. Mr Calma is the current Aboriginal and Torres Strait Islander Social Justice Commissioner and has acted as the Race Discrimination Commissioner since July 2004.

“Mr Innes is an extremely effective representative of the disability sector, campaigning for equal treatment and access for people with disabilities,” Mr Shorten said.

“Mr Calma is a strong advocate of all Australians being treated equally, regardless of their background,” Mr Ferguson said.

The Rudd Government will work with the Commission on options for its long-term structure to ensure that it can continue its important role in promoting human rights in Australia.

JOINT MEDIA RELEASE Embargoed 19 July 2008

Autism specific child care centre for South Australia

The Australian Government will set up one of six autism specific child care centres in Adelaide to provide dedicated early intervention and care for children with autism spectrum disorders (ASDs).

In an Australian first, the six centres will also form the basis of Specialist Autism Sites which will also focus on research and training to help achieve a better understanding of autism and develop best practice services.

Parents know that mainstream child care environments can be over-stimulating for children with autism, making it difficult for them to develop new skills.

Raising a child with autism can be extremely difficult and few people understand the challenges that parents face.

Research indicates that an autism specific approach to child care and early intervention can stem a decline in a child’s intellectual advancement and improvements in many other areas of development. The six new autism specific centres will involve teachers, psychologists, an occupational therapist and a speech pathologist in the delivery of programs designed to develop the skills of the child in the following areas:

• Social interaction and play skills

• Cognitive development

• Self-help/tasks of everyday life

• Communication

• Sensory integration

• Fine and gross motor skills

The Centres will enable the Government to measure the effectiveness of the autism specific child care and intervention model and help inform consideration of further expansion.

Today’s announcement builds on the Government’s $190 million Helping Children with Autism (HCWA) package which will provide an estimated 9,000 children diagnosed with an ASD up to $12,000 for early intervention support.

The six autism centres also form part of the government’s commitment to establish 260 child care centres across Australia.

Other autism child care centres will also be located in North West Tasmania, Perth, South Western Sydney, Brisbane and Melbourne.

The Department of Families, Housing, Community Services and Indigenous Affairs will be conducting an open selection process for service providers to deliver all six of these centres.

Service providers will be expected to have expertise in child care and early intervention for children with ASDs and affiliation or partnership with a relevant university or hospital specialising in pediatric, early childhood or ASD-related research or services.

For more information on the open selection process for service providers please go to www.fahcsia.gov.au or call on 1800 289 177 and TTY 1800 260 402.

Under the four year Helping Children with Autism package to be rolled out from next month, an estimated 9,000 children diagnosed with an Autism Spectrum Disorder will be eligible to receive up to $6,000 per year for two years before they go to primary school.

The Government will provide around $20 million over three years in respite support for carers of young people with a severe or profound disability to continue to provide immediate and short-term respite to around 6,000 carers.

The Young Carers Program will receive more than $7 million over the next year to continue providing respite and information services to help young carers who are at risk of not completing secondary education because of their caring responsibilities.

Young carers will also have an opportunity to influence future government policy when they meet for a national forum on 26 and 27 November 2008 to give their views on future policy direction.

Up to forty young carers will participate in the Young Carers’ Forum 2008 with the Australian Government providing $190,000 in funding to Carers Australia for the event.

The summit is aimed at giving young carers a voice and is an opportunity for young carers to get together and share their experiences.

They will be joined by leading academics and government representatives to consider issues including education, respite and the role of government.

Around 5 per cent of Australians under the age of 25, 350,000 young people, provide care to another person. Of these, more than 20,000 are the primary care giver.

More than 170,000 young carers are under the age of 18 and among these the average age is twelve to thirteen.

Each day, young carers face constant challenges trying to juggle their study, work and caring responsibilities.

They make enormous personal sacrifices. At a time when most young people are enjoying life and a new independence, young carers have more on their mind.

The Respite Support for Carers of Young People with Severe or Profound Disability program allows carers to access much-needed respite, including in-home, centre-based and overnight care arrangements.

The Young Carers Program provides carers up to the age of 25 with access to respite care to attend education, training and recreational activities.

Through Carers Australia, the program also provides a range of information, referral and advice services including counselling, to support young carers in managing the challenges they may face as part of their caring role.

Respite programs are absolutely essential to giving carers a break from the huge demands of caring for a loved one.

We know that caring responsibilities can take their toll. Young carers have a lower participation rate in secondary and tertiary education which limits their career and employment opportunities.

The respite services are delivered through the 55 Commonwealth Respite and Carelink Centres across the country.

The Rudd Government has today tabled in Parliament a National Interest Analysis, which proposes that Australia ratify the United Nations Convention on the Rights of Persons with Disabilities.

“The Convention recognises that people with disabilities are entitled to enjoy all human rights on an equal basis with others,” Attorney-General Robert McClelland said. “It also assists countries all over the world to promote awareness of those rights and take practical steps to enable people with disability to participate fully in society.”

The National Interest Analysis examines the impact ratification would have on Australia and Australians living with disability. It is the result of consultations with the disability sector, industry, the States and Territories, relevant Commonwealth Government agencies and the broader community. It confirms that Australia complies with the Convention and already substantially mplements those obligations. “Ratifying the Convention sends an unequivocal message that people with disabilities should be treated equally and not as second class citizens,” Parliamentary Secretary for Disabilities and Children’s Services Bill Shorten said.

ACTION NOW FOR A FUTURE

FOR DISABILITY FUNDING

Measures in today’s State Budget taken together with matching Commonwealth funding will provide tens of millions of dollars for disability spending and deliver better and new services for thousands of South Australians.

Details of the State’s share of the $1.9 billion in Federal-State disability funding package have now been announced, with South Australia securing $72.9 million in Commonwealth Government funding over the next four years for new services.

The Commonwealth money matches a new State Government commitment of $26m and $46.9m of additional money committed in last year’s Budget, which the then Howard Government failed to match.

The 2008-09 Budget also provides $8 million for disability compliance in our public transport network.

The Budget spending boost comes on top of $5 million to clear equipment waiting lists and $2 million for the redevelopment of the hydro-therapy pool complex at Novita’s Regency Park Centre.

Mr Foley says these measures provide a much-needed funding boost and recognise the growing demand for disability-specific services.

“The Rann Government has a strong commitment to improving the lives of people with disabilities,” Mr Foley says.

The Commonwealth has also provided a one-off grant of $8 million to build new, group homes for people with a disability.

“This will mean we can get to work on building eleven new homes, which will provide places for 55 people with a disability who are most urgently in need of assistance,” Mr Foley says

“This extra spending is specifically benefiting older carers by providing more group home places, more respite and more help for people who want to keep living at home.”

The extra recurrent Commonwealth and State funding will over the next four years provide new services in the following areas:

• supported accommodation for 92 people who are urgently waiting (including the 55 in the new homes);

• 1,295 respite places, helping families with the burden of ongoing care, including 60 places in rehabilitation programs for people with a brain injury;

• 102 packages of intensive home support for people with a disability, so they do not have to go into nursing homes or group homes; and

• 650 individual care packages to support people with disabilities.

This year’s Connecting Up event was up and running with an interesting keynote address from Bill Strathmann, CEO, Network for Good (USA) and self proclaimed “tree hugger”. Network for Good is an online not-for-profit donation network, which allows donations to be made to any legitimate charity in the country that’s listed in the national charity organisation database. They also provide donate buttons for charities that wish to add one to their site and a custom designed button for a nominal fee of $29/month. Some interesting facts were mentioned about the growth of online donations, for example after the September 11th attacks in 2001, only 20% of all disaster relief was donated online. Only 4 years later in 2005 after hurricane Katrina devastated New Orleans, a staggering 50% of all donations were contributed through online transactions. After seeing this large growth in voluntary contributions made online, I wonder if it would be pertinent for an Australian alternative to Bill’s network in order for our not-for-profit organisations to open up this avenue of income.

Now that the conference was in full swing the first presentation I attended was by Jenny Kapp from Community Connections Australia, titled “Get ConnectED: Weaving a New Social Web for People with Disabilities”. Jenny spoke about the various benefits and barriers of using the Internet for people with a disability, as well as a programme called “Get ConnectED”. Get ConnectED is a 12 week course consisting of 6 modules, totalling 24 hours of structured mentoring. Topics covered will include:

Email and netiquette

Telling others about yourself

Instant messages and chat

Using Facebook & Myspace

Skype & Second Life

Leadership and networking

If you’re interesting in partaking in this course online, CCA are taking expressions of interest until July 15th. Community Connections Australia’s contact details are:

PO Box 6394,

Next off the mark for me was Peter Grant from Microsoft QLD. The first thing I noticed about this presentation was that it wasn’t just a 45 minute Silverlight demonstration, which after the shock had subsided made me all the more interested in what he had to say. At first Peter pointed out some of the various organisational trends we’ve been seeing such as the revolution in communications, decentralized collaboration (breaking free of the standard office building and being able to contribute from all over the world), and making a conscious effort to keep our environmental footprint in check. Following this was an interesting section about strategising your IT department to achieve the best possible results using the “McFarlan Strategic Grid”, which is much more easily explained using images.

From this we can see non-profit organisations aren’t investing enough resources in planning for what is to come, and should try to invest some more time into planning for their future projects rather than just their current ones.

The rest of the day was spent listening to some more technologically intense presentations such as “Plan well to get the Website your Non-Profit Deserves” by Jason King, BaptCare, which basically summarised the website development lifecycle from start to finish. If you’re interesting in having a website developed then this is something I’d recommend you read before you start. It is available from Jason’s blog.

To wind things up for day one I listened to Phillip Pudney, CQR Consulting (and a fellow Adelaidian), talk about “Securing your Website”, but so spare you of a lot of technical jargon I’ll summarise some of the key points in securing your web server:

Patch your software! Patches are released for a reason, people.

Disable any unused services.

Try to use secure passwords or even pass phrases.

Check if you software has any security vulnerabilities at http://www.securityfocus.com/vulnerabilities

I’ll post more on day two of the conference at a later date.
